Online school can’t open without North Carolina OK: judge

RALEIGH, North Carolina (Reuters) – A judge said on Friday that a private company cannot open the first online charter school in North Carolina this fall unless it has the approval of a state agency.

Wake County Superior Court Judge Abraham Penn Jones ruled that the State Board of Education has final authority to evaluate and approve applications for charter schools, including cyber schools. He said an administrative law judge had overstepped his authority by approving the school.

During the past decade, online learning for students from kindergarten through high school has evolved from a novelty into a growing phenomenon driven by a handful of large for-profit companies such as K12, according to the National Education Policy Center. Online charter schools receive public school funding, allowing entrepreneurs to turn education into a government financed for-profit enterprise.

At small liberal arts colleges everywhere, you’ll often hear administrators and faculty talk about the idea of learning as much from living on a residential campus as one does in the classroom. That’s just one aspect of “the college experience” that critics of online education lament losing in the imagined future where most courses are taught online and the university as we know it disappears.

That is how we imagine the future, isn’t it? During an Aspen Ideas Festival panel on the huge growth in distance learning, even among elite universities, moderator Rehema Ellis started to muse on whether her 9-year-old son would come of age in an era when online college was the norm.

“My God,” she suddenly said, “will he not leave home?”

But I can imagine an online education industry that looks a lot different than 18-year-olds streaming lectures in childhood bedrooms they seldom leave. In fact, I think selling “the college experience” to students taking their courses online is going to be a major growth industry over the next decade.

Fifteen years after the state authorized the creation of charter schools, the city school board has decided to offer its students an online version of the alternative form of education.

The school board voted 8-1 on Wednesday to start an online charter school beginning in September. Mark Brentley opposed creating the school.

The new ???virtual??? school will serve students in grades 6-12 and will be limited to city residents. It will target students who attend cyber charter schools, officials said.

The board also voted to pay Waterfront Learning, a project of the Allegheny Intermediate Unit, $ 3,500 per student to furnish hardware, educational software and other assistance with the venture.

???At the start of the school year, we hope to have 100 students,??? said Pittsburgh Public Schools Superintendent Linda Lane. District officials said enrollment could grow to 700 or 800 students ??” about as many children in the district who attend a cyber charter school.

Microsoft will launch on Wednesday a version of its Office 365 cloud collaboration and communication suite that is specifically aimed at K-12 schools and universities.

Office 365 for Education replaces Live@edu, which will remain available for 18 more months to give its customers — about 10,000 educational institutions with about 22 million students in about 130 countries — a window for planning and carrying out the migration.

It remains to be seen how straightforward or complicated Live@edu customers will find the transition to Office 365 for Education.

Migrations to the business editions of Office 365, launched in mid-2011, have triggered complaints from customers of other Microsoft cloud suites Office 365 has replaced, including Office Live Small Business (OLSB) and Business Productivity Online Suite (BPOS).

Although Office 365 is a cloud-based suite, it can require upgrades to customers’ PC and server software, as well as Internet domain and website transfers, depending on the case.

Ethiopia is to benefit from online learning, following a collaboration between the Worcester College of Technology and registered charity Computer Aid.

The e-learning training course is centred in four universities in the African nation and should benefit 50 lecturers and personnel in the facilities’ information technology departments.

It is hosted by the Tigray District’s Merkelle University, with participants also coming from Jimma, Samara and Aksum academic institutions.

Computer Aid has been working with Merkell for many years and has helped the facility improve its computer provisions and resources, which influenced its decision to make the university a leading partner.

Merkell aims to have 75 per cent of its courses available through virtual learning environments by 2016 and the charity argues its training comes at the “perfect time” to expose many of the institution’s staff to online learning.

The presidents of Ohio’s 14 public universities are developing a “progressive agenda” to address funding and academic challenges facing higher education with an innovative spirit instead of fear, according to Wright State University President David Hopkins.

University presidents have identified eight “vulnerabilities and opportunities” — from the perception of student debt to the future of online education — at their annual meeting held earlier this month through the Inter-University Council of Ohio.

The issues will be examined ahead of Ohio’s planning process for the 2014-15 state budget.

The presidents’ discussion looked forward at ways to reform so the state university system can serve more students, serve them at a lower cost and get more of them to graduate on time, said Bruce Johnson, council president.

“It’s thriving in difficult times, meeting our obligation to our students even though resources are being cut pretty dramatically, and kind of viewing that as an opportunity rather than with dread,” he said.
